ADDITIONAL INFORMATION AND UPDATES from the meeting on 8-25-08

1. For the next season there will be ONLY 20 minutes between matches.

2. If the R1's arm is extended and the libero switch occurs this is considered a delay of game (T.O.)

If R1 blows the whistle for serve and the libero switch occurs it is considered Out of Rotation (Point)

3. If the R2 has failed to obtain the line up on time it is considered a delay of game (Loss of Rally). This will be a point of emphasis this year.

Please remind coaches at the captains / coaches meeting prior to the game.

Diane Cranor and I have been conversing almost on a daily basis following our meeting trying to get a few things hashed out and clarified further. Listed below are the conclusions we have come up with thus far:

For purposes of risk minimization, any individual actively taking part in team warm-ups must be in proper attire and free from electronic devices such as cell phone, and music devices. If the coach has a cell phone with blue tooth on, or a music device, it needs to be removed. The coach is allowed to wear jewelry. What about shoes? What happens if she is wearing high heels or flip flops? I would ask the coach to remove the high heels ( damage to the floor). The coach is the one person that would be allowed to wear flip flops. I would not expect a coach to be actively working with a setter in flop flops at the net, or in high heels, if they are tossing the balls from the center or side of the court, then I would allow the flip flops.

JV players are not required to remove their jewelry, but they would not be allowed to have a cell phone, or music device. They need proper footwear to be on the court shagging or receiving the balls from the varsity. If a team supporter (JV player, friend, little brother/sister, parent) is assisting in the warm-up, ask the individual to remove the cell phone, blue tooth, or music device. Proper footwear should be worn (athletic shoes, crocs, rubber soled sl ippers (lambskin as an example). Flip flops or bare feet are not acceptable footwear for the team supporter.

Line Judges need to wear proper footwear, bare feet and flip flops are not acceptable on lines.

Flags are only a recommendation. Their use is in no way required.

The following contradicts what I sent out in a previous email and I apologize for that. It took Diane and I a while to come to this conclusion. This is to be the accept ruling:

Case book page 11, rule 3.3.1 situation The host team fails to provide a current score sheet that included the 18 team substitutions. The visiting scorer has an appropriate score sheet. Ruling no penalty The first referee may designate the official scorer. The first referee may choose the visiting team's scorer or ask that a copy of the visitor's score sheet be given to the host team.

I put this situation in to remind officials that not everything has a penalty. The host site is required to provide a timer, scorekeeper and the libero tracker. Failure to provide the libero tracker does not have a penalty, however without the tracker neither team can use the position. The timer can be designated as the libero tracker. The visitor can provide the libero tracker. If the host school does not provide a tracker, let your assigner know, so the school administration can be notified that all three positions need to be filed at the scoring ta ble. Sometimes we need to be creative in finding all personnel needed for the match, but we don't penalize if a school does not provide a score sheet or an individual that is competent as a scorekeeper, why would we penalize if they don't have a tracker? Our job is to facilitate the game and help make it happen. Again, if the home team fails to provide a libero tracker, there is NO PENALTY ASSESSED at game time. Notify your area liaison and any penalty shall be assessed through CIF. (This obviously does not apply to a rule adoption for LA City Section).

For further clarification:

A net violation must include the accepted signal for a net found in the rule book followed by the awarding of a point to the opposite team. The officiating crew should provide the coach with the number of the offending player (either using the PAVO technique of net, number, point or by the R2 showing the coach the offending player's number using proper hand signals in front of his/her body or by verbalizing the number to the coach). I hope that clears this up.
